Before Jesus ascended to heaven he promised his disciplines the outpouring of the Holy Spirit.this was very profound in that the Holy Spirit is Christ Himself. The holy spirit was diminished by acts of Godlessness, greed, adultery etc. We must also remember that even in the beginning when God created heaven and Earth, we read from the book of genesis that the holy spirit was moving above the waters on earth, at that time earth was covered with water, if we look at this with a spiritual eye. The earth represents the minds of human beings, the darkness represents the lack of a true doctrine, now the holy spirit is always around, Irving was 100% correct in seeking the outpouring of the holy spirit. The holy spirit was given unto the apostles to baptize others, now the visible apostolate on earth was needed to dispense the holy spirit.the interested thing about Irving is that He never took it upon himself or claim that he received the Holy spirit
